You titrate with a known volume and known concentration of material. By knowing how that reacts you can work out the unknown substance. As an example, titrating river water with Silver Nitrate you can find the total chloride content. This is useful for water treatment purposes. Or if a tanker has spilt acid on the road and the fire department/clean up crew wash the roadway with water hoses and the run off goes into a drain, the acidity can be checked and concentration of acid determined by titration
