I too have measured a cup of liquid with a 1 tablespoon measuring tool and I get 24 tablespoons every time. I have read that it supposed to be 16. Why is this?

If you really want to measure that in tablespoons, it would be 16 T/cup x 1.5 = 24. This assumes all 24 tablespoons are measured accurately. It would be better to use a large measuring cup and measure 1.5 cups once.
There are 4 tablespoons per quarter cup, so 6 tablespoons=3/8 cups. If you don't have an 8th-cup measure, use a quarter-cup measure and add 2 more tablespoons.
