I think its cause the cops told you to stay in town cause their blackmailing you for the death of a dead cop they killed. that's just my best guess from the videos at the beginning

=====Answer #1=====you cant get a hummer in GTA san andreas, you have to mod your game=====Answer #2=====- I'm pretty sure he means the "Patriot" which If I remember correctly spawns in the secret army base "Area 52" where you steal the jetpack. I could however be wrong, you will have to check it for you're self. The Area 51/52/69 what ever you want to call it is located to the West of Las Venturas and South East of the abandoned air field where you do the pilot school.Or, get 6 wanted stars and let the army come to you and steal one is another option.
