Yes you can! I have met 37 or more people and did it. In case you don't know what to do you must talk to the karate guy west of Hearthome and he will give you the Odd Keystone. Go underground ( if you haven't yet) and meet at least 32 people then go to the broken tower south of Solaceon. Just press A to it and the spiritomb will fight you!
