Why do you have trouble starting 1999 ford wind star even though you replaced the starter and fuel filter and the battery is still good?

What about the condition of the other primary systems / parts:
- Spark plugs
- Spark plugs wires
- air filter
- Fuel pressure - high enough?

sounds like positive battery cable. I would replace it. it is probably bad where it connects to the starter.

I own a 1999 Chev. Monte Carlo Z34 and was having trouble starting it. So I also replaced the battery [twice]. Then the voltage light came on. It seem'z that the starter is going out. My friend took it out and kinda cleaned the starter up a bit, and the light'z have gone out. I am now able to start my car, but will SooN need a new starter. So you may want to check to see if your starter is bad. Auto Zone can check it for you free of charge, this only take'z a few minute'z to do. If not the starter than I would have your alternator checked out too.
