Trash cans are not universally available, and littering is easier than finding one. Being trained to use the trash is also not a uniformly distributed skill. Some people have never engaged the concept of being responsible for the mess they create.

You get a scoop and a disposable trash bag or any type of bag. Then, search around the litter box with the scoop. if you find any clumps, then put them in the bag. When you are done, put the bag in the dumpster, trash can, etc. Then, put the scoop away. Then, your done!
