There are two primary reasons for this: # Hydrogen is very light; light enough that at Earth temperatures the molecules are moving fast enough to escape Earth's atmosphere. # There's a lot of oxygen in Earth's atmosphere, and hydrogen reacts readily with oxygen to form water. Taken together, it means that most of the hydrogen present has just been generated through some chemical reaction and, statistically speaking, is either on its way out of the atmosphere or about to react with oxygen.
