Just because you hear the pump running does not mean it is actually pumping fuel. Run a fuel pressure test to see if the pump is defective.
Yes if the filter is clogged with stuff
even though it sounds like it is pumping it may not be, try a new pump and new fuel filter
Check plugs and wires/fuel injectors/fuel filter
If the fuel filter is clogged, or a new filter is installed backwards, it will prevent the fuel from reaching the combustion chamber and prevent the veficle from starting.
follow fuel lines from fuel tank towards engine. there should be an inline filter along the chassis rails somewhere. find and replace that filter and see if that solves the problem

It is located in the fuel tank on the fuel pump pick up From what ive heard though, it is supposed to be a "lifetime" filter, not 100% if this is true though, ive never heard of a lifetime fuel filter...
the 2004 1 ton Chevy express does not have a fuel filter, as well as many new trucks. stop looking. i spent the time looking until i asked the gm dealer. they informed me that there is no fuel filter on this van. they don't even list a part for it, even though the owner's manual does. the black box in front of the fuel tank is the evap cannister, not the filter. not having a filter is sure to lead to fuel problems such as plugged injectors, but...?
Replace the fuel filter.
Have you tried getting a new fuel filter? If the fuel filter is old enough sometimes it won't work or start even though it had just started.
