Then I remembered an episode of Modern Marvels I saw recently called Alaska Tech. One state worker was saying, if I remember right, that they spend about $5 million per year on road maintenance, but that's only because that's all they have to spend. If they had $20 million per year to spend on keeping the roads fixed, they would easily be spending $20 million per year.

I know of no state that has absolutely no taxes. The closest is Alaska which has no personal income tax or statewide sales tax, although some municipalities have sales taxes.Perhaps you were thinking of just one particular type of tax?
