As a general rule, "a" is used when the first sound (not letter) in a word is a consonant. "An" is used when the first sound (not letter) is a vowel. "Uniform" is pronounced /ˈjuːnɪfɔːm/ or /ˈjunəfɔrm/, the first sound being /j/, (sounds like the 'y' in the words "you" or "yes"), which is a consonant.

The rule has to do with the sound of the word and not the written form of the word. If the following word has the initial sound of a consonant then "a" is used. If the initial sound of the following word is a vowel then "an" is used. This rule results in a slight difference in usage in Britain and the USA.
