When I phone someone, the first thing that I need to know is that I have reached someone. This is signalled by saying hello. What hello really means is: I am here, I am listening to you, you can go ahead and talk to me.
Because if you said "Goodbye" people would just hang up.
That's just the standard response.

Pick it up and say "Hello, this is YourName speaking"
reject it or.... say hello!
