In case you are talking about English language, the spelling is more historical than phonetic. Like the word Island is closely pronounce to High Land but keeps the Latin Insula spelling root.
In case you are talking about Spanish, like I said, It's is more phonetic than many languages, that's why spelling contest in Spanish countries is not the big deal. Normally most of the letter are announced, with the big exception of "H", it's completely soundless.
