He's not really angry at that, but he's concerned due to the stunt Katniss pulled off which forced the Gamemakers to either have both her and Peeta the winners, or no winner at all; all or nothing

She was really happy that Peeta was alive, she was just a little suspicious about Finnick because she didn't know him too well.

After their interviews Katniss is angry because she wasn't told, but Haymitch informs her that it was right that she not know. She needed to act surprised. She's not a good actress so this way she was genuinely surprised.

Katniss was very surprised, angry even. She didn't understand what he meant, she thought it was just to get more sponsors.
