He's not really angry at that, but he's concerned due to the stunt Katniss pulled off which forced the Gamemakers to either have both her and Peeta the winners, or no winner at all; all or nothing

She was really happy that Peeta was alive, she was just a little suspicious about Finnick because she didn't know him too well.
