Because of the complication, that resulted with Katniss and peeta ending up in The Games. Since every thing Katniss and peeta went through a lot, they didn't want to leave each other. So they both put poison berries in there mouths. And over the speaker came a voice saying "WAIT!". Because if they both dies The Hunger Games will not and can not continue. That is how Katniss and Peeta survive the 74th Hunger Games. Poison berries represent the resolution because without them, nobody would of won and the story would of ended.

Well, after Prim is blown to bits by bombs supposedly dropped by the Capitol (along with loads of other innocent people), everyone hates the Capitol. President Snow is arrested by Katniss and her friends from district 13. Katniss, being the Mocking-Jay gets to execute him, but she has figured out that district 13 dropped the bombs - they used the same kind of trick that Gale favoured, and he was on the War planning team or whatever they called it. So Katniss shoots President Coin instead, district 13 head, who was going to be the new leader of Pamen (Latin word for bread by the way! How ironic is that?) and Katniss always suspected was a bad guy. In the panic President Snow gets trampled.

There is an epilogue, with Katniss and Peeta. Everything is happy, they are in the meadow (I think) and the Hunger Games are a thing of the past. They are married and have beautiful children. The end. If you want it in more detail, which there is, you should read it. The Hunger Games trilogy are very good books, and the film missed out loads of detail.

What is the resolution in the huger games?

Extreme spoiler warning, if you haven't read the books or don't want the ending to be spoiled, don't read further. The Hunger Games' resolution is not as satisfying of a resolution as most readers would like. Katniss and Peeta both survive the 74th Annual Hunger Games, which represents the resolution, but that resolution is cut short when they are told they are in danger and must continue their act of being star-crossed lovers. Peeta realizes that Katniss only loved him for the show, to win the Games, but doesn't realize that her feelings had changed while they were in the arena. The resolution of The Hunger Games was more of a semi-resolution, leading into the second book.
