It didn't. When you read, "Shakespeare wrote Romeo and Juliet in 1594-1595" it does not mean that it took him two years to write it, it means that he wrote it sometime in those two years, but we are not exactly sure when. Basically, Shakespeare wrote an average of two or three plays a year as far as we know, which would mean it took four to six months per play.
