For opposite forces to be balanced , then there is no movement. If unbalanced, there will be movement. Remember Newton's Third Law of Universal Dynamics ; To every force there is an equal and opposite force. The other two Newtonian Laws of Universal Dynamics are : - A mass will sremain stationary or in uniform motion, unless acted upon by a force. Force is directly proportional to mass ( or acceleration).
