the simple answer is over population in china, the main reason for this over population is there is a big chunk of china that is just dessert , however from a historical perspective is how you find the necessity for the one child policy. when china became communist in 1949 they felt threatened by Russia so the government gave incentives to families to have children especially boys to build a strong army. well as you can expect it got a little out of hand :P and the one child policy was applied in 1979 because the country couldn't cope with the rate of population growth

Simply because, China is the most populated country in the world, and the Chinese Gov't came up with a rule, called the "one Child policy". If a Chinese couple chose to have more than one child, they'll be taxed so heavily by the Chinese gov't which will lead the couple to poverty
I'd talk to your agent or policy services, if the child is given use of the vehicle on a regular basis, then I would think they would need to be rated on that vehicle, to ensure there is coverage in the unfortunate event of an accident.
The Chinese government can stop the one child policy if it chooses to, in 2010. However this seems unlikely as the aim of the government is to drastically lower the population of the country. At the same time the reason that they started the policy was so that everyone would have a certain amount of land to farm on. However, now the majority of China's population work in factories or cities. They therefore need less land and this is an incentive to stop the policy.
