The fast is just a part of the process of atonement during the holiday of Yom Kippur. The process also includes praying, asking HaShem (The Creator) and people to forgive the mistakes made in the previous year, and resolving to not repeat these mistakes. It's assumed that HaShem accepts all honest apologiese. If a person refuses to forgive after three honest attempts to apologise, it's considered that the person seeking forgiveness are forgiven for their actions.
