Scribes are people who write things down. They could be keeping records of anything that it was important to write down.

because you can no where stuff is and you feel alot better when you do keep track of all of your information!

I would think they are allowed to keep them for as long as they wanted to. Whether they are required to keep them or, not is another issue, that I do not have the answer for.
