I think the public likes to see what they get for their tax dollars, hence there is an inherent value (sometimes experienced as comfort or reassurance) in seeing "your" cop. The public pays for a police patrol response rather than for deterrence - it's the good crime prevention practices by the public that really make a difference. When the public sees a patrol cop, they generally don't know whether the officer is on the way to a call for service, looking for indications of a particular offense or offender, or providing "routine" patrol. Of course that all changes when the typical neighborhood-level complaint - traffic - results in a patrol officer strictly enforcing the nearby stop sign. You know, the one you roll through because it's your neighborhood and, anyway, you're brain is already home even though your three tons of SUV still has a half mile to go... Kurt
