When the public sees a patrol cop, they generally don't know whether the officer is on the way to a call for service, looking for indications of a particular offense or offender, or providing "routine" patrol. Of course that all changes when the typical neighborhood-level complaint - traffic - results in a patrol officer strictly enforcing the nearby stop sign.
