According to game theory for nuclear war you need credible deterrence to avoid being attacked, and I think that translates well to conventional warfare; if you are perceived as weak militarily you are much more likely to be attack or otherwise bullied or exploited. The exception is asymmetrical warfare, where an army/country is attacked BECAUSE it has a so massive military that conventional battles are impossible to win for the opposition, so the combatants melt into the terrain and becomes an insurgency.
Disarmament would be nice, but it cannot happen if not everyone agrees on doing it, because then you will end up with a world where the strongest powers are rogue states.
