i would say that its ok to revolt only if the revolt lives up to these standards: 1. the government is oppressive and is doing nothing or is having a negative impact on the people it governs. 2. the revolt does somthing to better the conditions of the people who are being oppressed that's really all i can think of, its more of a moral decition, there is no definitive answer
