if you are asking the reason for the peculiar oblique state line segment that runs between lake Tahoe & the Colorado river

it is basically because the founders of California in 1849 came to an agreement that the border should run roughly parallel to the coast at a distance of about 200 miles from it

or generally just beyond the sierra Nevada mountain range

& the simplest & easiest way to do this was by means of the 2 straight swipes that meet in lake Tahoe

the sharp elbow formed there crudely mimics but very effectively approximates & averages out the much more gradual & irregular directional trends of both the coast & the mountain range
