Secondly, Napoleon did conquer all major cities west of Moscow, Russia's capital. It was the weather and the fragile and inconsistent supply lines that led Napoleon to leave. Furthermore, phamphlets (sp) were used by the Committee of Public Saftey to glorify Napoleon and his Grand Armee. Also, the people saw him as a symbol of equality, fraternity, and prosperity as he established better roads, educational systems, and adequate courts. (all paid for by high taxes imposed upon Prussia, Poland, the former Hapsburg Empire, the Papal State, the Kingdom of the Two Sicilies, Spain, Denmark, and other members and satilite states of the Grand Empire. In short, the French people welcomed back Napoleon after his withdrawl from Russia because he was so well liked.
