(all paid for by high taxes imposed upon Prussia, Poland, the former Hapsburg Empire, the Papal State, the Kingdom of the Two Sicilies, Spain, Denmark, and other members and satilite states of the Grand Empire. In short, the French people welcomed back Napoleon after his withdrawl from Russia because he was so well liked.
