Japan is a very clean-friendly place. And so, you don't want to get the dirt and germs from your house in your bathroom, or vise-versa. The reason they wear slippers inside of the house is so that it doesn't get dirty, and the reason they wear a different kind of slippers inside of the bathroom is for the same reason. To keep everything clean.
