Check the operation nd alignment of the stop light switch located at the upper end of the brake pedal under dash area
Not sure how to while you're driving, but if your parked - press in on your e-brake, turn your car off, then turn it on and your lights won't be on. To turn them back on, simply release the brake.

The P stands for Park. The Hand Brake is the brake you use while parked, hence why there is a P on it.
Brake lights are on continuously while you are driving. Every time the brake pedal is depressed.
There is a relay in the trunk (left hand side wall) that may have been burnt. You may want to check this out...had the same problem with my 1992 Camry.....different year of course. The wires to the running lights were broken and exposed, caused a short, which in turn burnt the relay in the trunk.
VW brake light switches are known to be faulty. I would have your dealer check your VIN number to see if there are any outstanding recalls for a brake light switch. Try pumping the brakes while the car is parked and see if they will go off..
Are your brake lights out - usually it's a fuse for the brake lights.

are you sure it is the brake lights and not the tail lights. if it is the brake lights you most likely have a short some where. go to a auto eletrican It is the brake lights which turn on. Short in the switch or the wiring?
If you are parked with the motor running, engage the parking/emergency brake. Turn the ignition off and restart the engine. The daytime running lights should not be on.
Blown fuse or defective brake light switch.
check the brake pedal, there is a switch on the back of the pedal that depressed when the brake is depressed that turns the lights on, when this is loose it keeps the lights on.
