Well it could be one of many possiblities. Typically its in the switch on the steering column. Often enough its as simple as a wire shorting out between the switch and the wiper motor. Sometimes the wiper could be turned on and be stuck on something and basically get over torqued in which case you would need to loosen the bolt and hand turn them back once and probably never see the problem again. But still there are plenty of different reasons why. What would help find a more accurate answer is when it is stuck up how do you get it back down if you keep hitting the switch and then all the sudden it goes down then you probably need a switch. If it never goes back down then it gets more complicated. Try turning them on and tap the wiper motor with a hammer not really hard but don't be too shy with it, if it all the sudden works you may need a motor. If you can get a test light and test the wires for power close to the motor you mat find just one wire that's bad. Its almost trial and error. Good luck.
The fuse of a 2006 PT Cruiser for the rear windshield wipers is located in the fuse box inside the dashboard. It is to the left of the steering column cover.
The cowl is located under the bottom of your windshield and under the hood where your windshield wipers are.
18 on both blades
Go to the dealership and buy windshield wiper refills. It'll run you $12.00.

i believe the 1999 - 2006 have a recall on the wiper motor. see your dealer.
I can't speak exactly to NJ but in 2006 it became law pretty much everywhere.
The 2002, 2003, 2004, 2005 & 2006 Toyota Camry takes 24" driver side and 19" passenger side replacement windshield wiper blades. Note however, when buying wipers be sure to always lookup your vehicle make, model and year in the application guide book at the store
1. Turn on the rear windshield wipers. 2. Stop the wiper manually as it crosses the center of the window. 3. Lift the wiper blade up on the hinge as you would a front blade (this should de-activate the wiper mechanism and stop movement). 4. Change wiper blade. 5. Return blade to original position in which it was stopped. 6. Turn the wipers off then on.
The 2000, 2001, 2002, 2003, 2004, 2005 & 2006 Chevrolet Tahoe takes 22" replacement windshield wiper blades on both sides front and a 16" rear wiper blade. Note however, when buying wipers be sure to always lookup your vehicle make, model and year in the application guide book at the store, or now-a-days you can Google 'lookup wiper size'.
According to the manual you have to take it to the dealership. Otherwise you have to buy a replacement blade, just the blade not including the wiper frame that wipers normally come with.
