Because the picture is constructed by an electron beam, The beam starts at the top-left corner of the screen - scanning across to the right-hand end of the screen.it then moves down by the width of the beam, and starts again at the left of the screen. This process continues until the beam reaches the bottom-right of the TV screen, then it 're-sets' back to the top-left and starts again. The process happens so fast, at 50 frames (or complete screens per second) - that all we see is a full-screen image.
