If the problem started after you replaced a fuse, you need to check that the fuse is good and installed properly.
check the fuse box, maybe there's a problem with the connection between the switch and spray. bring it to a mechanic if you don't want to get your hands dirty :)
check ground on wiper motor
There is most likely a sensor which moniters the fluid and renders the wipers useless when empty
Check the motor for the wipers.
Probably the turn signal stalk, (multi purpose switch) is what it's called. Turn signals, wipers, flashers etc. are all in that switch so any one of the items can go bad so the whole thing has to be changed, around $50.00 for the part and then you have to change it or have it changed.

The multi function switch is the lever for your turn signals , windshield wipers , washer etc .
check your fuse box for blown fuses

I just took my 97 sebring convertable in for no turn signals, wipers, rear defroster and radio. They replaced the ignition switch and now everthing works.
