yes the taillight does in fact have a cicuit board. Once you take off the two bolts to remove the entire fixture the circuit board is the long plastic piece with the 4 screws holding in your 3 light bulbs
I would imagine that there is a short circuit or a Parasitic drain on air con circuit. Often air con is ran automatically and wiring would be linked to ignition circuit. SDS

Hi,The tail light socket boards in these vans are well known for having problems.If you have a water leak that is getting into the tail light assembly, that will often cause a short circuit across the "circuit board" and socket assembly that is inside the tail light assembly.What I would recommend it taking the assembly apart and CAREFULLY examining the board and the sockets. Sometimes you will find that there is a partly melted socket, or some other burned component on the board. If you find that condition, you can either try to repair it (if you are good with that kind of thing) or just replace it. You will find many of these circuit board assemblies for sale at auto parts stores, or on line at places like eBay. You might want to consider replacing both boards are the same time if both sides are burning out.Take Care, Greg
If memory serves me right, each tail light assembly has a printed circuit board that the bulbs plug into. That circuit board burns out. That part is available from the Chevy dealer.
Working from inside the car, pull the cloth back from behind the light housing to expose a bunch of wires and a plastic circuit board. Circuit board is held on by a couple finger clips. Squeeze clips, gently pull on board and the whole works will come out. It will look like a circuit board with light bulbs in various locations. Press and turn to free your burnt out bulb. Take the bulb with you when you get a new one. No tools necessary.
