it probably needs a tune up an a intake system flush.. an as far as hard shifting if its a automatic you more than likely need to change the filter an fluid in the trans

The power steering lines run between the power steering pump and the rack and pinion.

Looking over the passenger side fender the power steering pump on a 1984 to 1986 Chevy Celebrity is on the left side of the engine. On the 2.8L V6 it is below the level of the exhaust manifold near the bottom of the block. It is a bit of a pain to get to. On the 2.5L 4 cylinder engine it is on an arm off of the front of the engine below the level of the intake manifold.
