most likely a crank seal is leaking, or carb boots. have a shop test the crankcase for leaks
That is because the compression ring on the piston/pistons are bad and need to be replaced. Time for engine overhaul.
sounds like an electrical short. go to an auto electric shop for a proper diagnosis.
Find out why the fuse is blowing. You have a short or the circuit is overloaded.

The pistons keep moving for a few revolutions. The valve train stops. If the engine is an interference engine, the pistons and valves can hit each other.
You have a short circuit that keeps blowing the fuse. Find and repair the short before putting a in new fuse.
Obviously, if any fuse keeps blowing there is a serious fault in that circuit.Take it somewhere they can fix it.
