That could be possible be caused by the Idle Air Control or the Throttle Position sensor.
I have python tips and it idles off beat and sometimes dies.
Manual or automatic transmission?
Check for a vacuum leak or sticking butterfly valve at the throttle body, or possibly a sticking throttle linkage or throttle cable.
Idle may have to be relearned. Did it recently go dead or did you change battery?

If you have a carburetor, there is a crew on the driver side behind the throttle cable it usually has a spring on it if you turn it to the right it idles up left it idles down If its a fuel injected motor idle is handled by the computer. There usually is a "base idle speed" around 800-1000 RPM. This normally doesn't need to be adjusted. Have a look for carbon build up on the butterfly as well, this will influence idle too.

sounds like you have a leaky intake manifold
If it has a carburetor, it is the flush pump on the carburetor. If it's fuel injected it could be a lot of different things.
Replace the plug wires
If a 1989 Honda Accord is experiencing idle issues the idle air control valve should be checked. A malfunctioning valve will cause the engine to run richer to compensate for less air and cause the car to have bad fuel economy.
