Check the switch in the column. You will need a wiring diagram & test light. You have 2 diff, wires that are "supposed" to be hot depending on wether you go up or down with stem. If they are not it's the switch, or something else with those circuits like a bad ground.

i don't know your car make but ive had a few problems with a Honda and Chevy's lights. if its not the bulbs...i took the top off above my turn signal switch and checked the lil gears/wheels. it worked after i put it back together. but the Chevy's....one was a late 80's s-10 and the other was a 74 nova. s-10 was a cut wire behind the cab...check the wires to the lights.. the nova i had to replace the whole wiring harness in the colum. make sure you had good connections with all the metal and if the bulbs are good and it should work....if it doesnt its wires sorry...might not help at all but figured id share
