A lot of power is required to go up the hill. In some vehicles, the A/C is turned off to conserve the power for motion. When you get to the top, it will kick back in at the higher speeds.

When toy cars go down a steep hill they pick up momentum. Which makes them go faster so a car on a steeper hill will go faster then one on a flat surface.
Check to see if the ac unit is spinning while the car is on and the ac is turned on. If it is not, you may have to replace your computer under the fan fliter. If it is, go out and get some ac dye to see if there is a leak in your ac hose

Usually when this happens to my car, its just because the RPM is lower than normal. Your car isn't warmed up (probably worse because it's getting cold out) and your AC is taking power that would go to your engine. This is what i have experienced with my car.
