Could be low on ATF. If so it must have a leak that needs fixin'
If its an automatic the transmission is slipping and will either need a fluid and filter change or rebuilt altogether. If it a straight drive it may need a synchronizer replaced

if it 4wd drive drop the linkage or put it in neutral and if your unable to do those step use dollies ;D if your a real wrecker driver you just drop the linkage and be on your way
This question is not quite clear but I will try it somehow. The voltage drop between the live and neutral, and live and earth will both be 230v, but the voltage drop between the neutral and earth is almost zero due to the fact that the neutral and earth is basically one conductor split.
The neutral and earth are connected at the supply transformer, so 13 volts on the neutral means that you are far enough from the transformer to have a 13 volt drop on the neutral. You probably have the same drop on the live, so the total volt drop could be 26 volts, which may be excessive. It could indicate a fault somewhere.

If the transmission has a drain plug in the pan, remove the plug, allow to drain for at least 1/2 hour, so that the torque converter will drain, replace the plug, add fluid, run engine, put transmission in drive, neutral, reverse, neutral, drive, repeat for about 5 minutes, check fluid level, top off if needed, repeat running in drive, neutral, reverse. If the transmission does not have a drain, you have to drop the pan, which is best done by a transmission shop.
You can but they say you should remove the drive shaft if you do. If you just put it in neutral there is a possibility that a bump could cause it to drop into gear and tear up the drivetrain.
