The short and simple reason, if you read and understand each of these quotes they give a sort of food for thought on the chapter to come. There are other reasons (Cooper really liked using these quotes at the beginning of chapters in his books) but I think this was the most important effect.
The quote at the beginning of a chapter is typically called an "epigraph." It is a quotation or excerpt that sets the tone or theme for the content that follows in the chapter.

The quote "Lennie covered his face with his huge paws and bleated with terror" comes from Chapter 6 of John Steinbeck's novel "Of Mice and Men."
