low engine coolant level, your heater core is at the very top, so if its not full to the very top it wont work. add coolant and bleed system.
check the thermostat see if there is one, if there is it may be stuck open.

The hood of almost any vehicle will get hot when you have been driving the car and this is normal. Excess heat may mean the engine is running hot.
Check voltage and plug on your fuel pump relay. Also check the relay (while the engine is running) for heat. Might be a bad ground???
