What I remember from many years ago: if the character spoke of a party today which happened yesterday, then the character was recalling details like the quality of the music, the color of a stone in a ring, the taste of a beverage, the scent of a friend's cologne so vividly, the party was happening right now in their mind.

(ex.-The party is grand, instead of was grand; the song excites me, instead of the song excited me)

Another possibility- a narrator is explaining a character's point of view, in a similar way. (ex.-'He thought 'the party is grand'.)
