I would assume that the wires are hooked up backwards
Most Likly a fuel sender problem
Bad connection, blown fuse, or the float in the tank is stuck.
It would be better to write: My gas gauge reads empty. Note that 'gauge' is singular, so it needs the singular verb, reads. If you had several cars all with gas gauges that read empty, then the verb would be read.
Where is it stuck? on full or empty? if on full you got a bad ground, if empty you got a bad float.

my 86 did the same never would read more than 1/4 tank after lots of checking things i replaced the gauge and it worked perfect..
probably no gas, if there is gas then your gauge in the tank is broken or frozen
Its probably the float in the gas tank that tells how much fuel is left in the tank... its sticking.
Your gauge could be bad but sometimes the floats in the gas tank get holes in them and fill with gas. this causes the float to stay at the bottom and your gauge to read empty. U might also check the wiring from the sender at the fuel tank to the gas gauge itself.
