Assuming you are talking about the Christian God:

God gives everyone a choice. These choices affect others. Although not everyone commits a genocide, everyone does make choices that hurt others. And because everyone sins, everyone is deserving to be cut off from God and spend an eternity in hell. Genocide is not pleasant, but it is not anywhere as near as bad as hell. And because God gives everyone a chance to accept his forgiveness, anyone who repents can go to heaven. Not trying to justify or downplay genocide, but God gave everyone freedom, and people will be accountable for their actions.

"Allow" is the key word here. God gave man the world in the beginning to do with it as he would -- and the first thing man did was "give it to the god of this world"... Satan the Devil.

Mankind began to worship and obey "that old Serpent" [see Rev.12:9] instead of believing and trusting in the Words of his Creator [Jesus Christ - John 1:3] in the Garden of Eden [Gen.3].

Genocide is but one of the many horrors man's god gives to his servants. Man's god and his angels [unclean spirits, demons] speak to man... possess men... and "reason with man's blinded and deceived carnal mind and heart;" influencing man to cast off the laws of God and exercise the full range of his selfish nature, to hate, resent, envy, lust, destroy, murder... with a generous helping of his god's influence stoking the flames of his shallow emotions.

In short -- given certain biblical evidence, God has allotted man 6000 years to govern himself. He is allowing flesh and blood man to learn [the hard way] through his rebellious, selfish, hostile nature - Rom.8:7], all about the horrors of sin [disobeying God's Commandments - I John 3:4]... so that man might learn that he is incapable of governing himself apart from the laws of his Creator. God is allowing man to learn about Hate... so that he can learn about Love. Hate is built into man's nature, and he has to learn to "overcome" it through the Power of his Creator. It's a process.

"...To him that overcometh will I give to eat of the Tree of Life..." (Rev.2:7).

Contrary to popular belief... SIN IS A BAD THING... not the good thing this world makes it out to be. God is even now working on sin's ultimate eradication. But the horrors of sin have to be experienced by His future Children, first, before they can make an "informed decision" in the Judgment as to whether they "like evil" and the god they've worshiped... or whether they repent of it and seek His cleansing, saving Mercy and Forgiveness.

The earth is a planet full of "misbehaving child/adults" [armed to the teeth with weapons of mass destruction]... doing what children do when "Dad's away at work." God gave man his time to "experience" life. And part of life is the freedom to choose whether or not you will learn to love others [the opposite of our nature]... or choose the easy path of selfish human nature.

God has to "allow" man to make that choice. It's not pleasant... but neither is sin.
