Because she did not know that Romeo was hiding behind the bush and she thought he was a robber or something. And because at first she did not recognize him from the ball. To see why she was afraid, let's put it in perspective. Imagine you are on a balcony of your house, talking to yourself about a hot guy that you met at a party. Then, suddenly out of nowhere, a strange person shows up and declares his undying love for you. Then you find out that it was the guy from the party and start to think "Wow, creepy stalker dude. Should I get a restraining order?" What happened to her there would startle a lot of people.

Because both of they're families had an argument that has made them enemies. If she chooses to be with Romeo her family might disown her. If she were to marry Romeo he would also be disowned and therefore she would not be accepted into his family. So basically they were on they're own and her only gain would be love and potentially happiness, only everyone knows Romeo and Juliet had a tragic ending (it's Shakespeare not a Fairy Tale).
