I believe that part of the reason is that state employees are not organized and do not demand equitable pay. Teachers are organized, demand well deserved pay increases and subsequently receive better pay than state employees with the same credentials. In addition, the public view of state employees is the tardy, sloth-like, long lunch hour and incompetent employee. However, my experience was quite different. Most of the employees with whom I worked spent more than the average 40 hours at work. It becomes a self fulfilling prophecy in some departments. People who are motivated, intellingent and hardworkers escape state employement by transferring into better paying, private jobs.
