Moses read aloud in order for the people to listen, learn, fear God and carry out all the words of the law. Therefore public reading was a necessity to impress important things on the minds of the people.

Moses read the Book of the Covenant to the people, before God gave the rest of the Torah (Exodus ch.24), so that the Israelites would have an idea of what they were committing themselves to. See also:
