It is a question of modesty. Most Muslim women who cover themselves actually do not wear a niqab, abaya, or burqa, but just a hijaab or chador. As a result, most of their face shows, just not the hair.

The reason is because Muhammad told them to because he didn't want to be worshiped as an Idol, because one of the ten commandments of god is "I am the Lord your God and you shall not have any more gods before me", and Muhammad believed in God.
