This is Free Will. It is autonomous actions performed by a Sim. It can be turned on or off in the options by clicking the '...' as though you were about to save and going to 'options', then to the plumbob tab and changing free will.

Free will is liked by some players because it allows them to concentrate on one sim or a small group and the rest of the household will get on with their lives, although they won't do much and sometimes can do odd things that get in the way. However some players don't like it because the sims do stupid things and go places they aren't meant to or get into situations or relationships without the player wanting them to.
