He was motivated to keep vigil at Juliet's grave, and bring flowers. Then he was motivated to have Romeo arrested and hanged for attempting to desecrate her burial place. Paris did love Juliet. He just didn't know her very well

Paris imagines that he had a love affair with Juliet, who he had barely met and certainly didn't know well. Acting the part of the sorrowing bridegroom, he goes to lay some flowers by her grave. Unfortunately for him, he runs into a real sorrowing bridegroom.
