Because - the computer needs a specific set of instructions to start -up. The instructions held in ROM initialise the hardware and instruct the computer to load the operating system (and where to find it on the hard-drive).

∙ 6y agoRAM can't hold such instructions. Most programs are stored on a hard disk or similar, and that includes most of the startup instructions for the operating system. But the computer needs SOME initial instructions, to load the operating system, which includes copying it from hard disk or similar, to RAM.
