All of these commandments are later abolished and only one commandment is left:

Because Napolean wants to bend the rules for himself and to do that he needs to frequently change what rules are written down otherwise the other animals will find out

It is the pigs who changes the commandments to their convenience. Squealer is once found fallen of a ladder, and so it is believed that he does this at least once. This might also be because he is the one who is best at talking for himself.

The fifth commandment in Animal Farm was that no animal should consume alcohol. The irony is that Squealer fell from the ladder because he was drunk.

Squealer is the pig responsible for spreading the propaganda of Napoleon to the other residents of the farm. Squealer uses his skill at jargon and speech to keep the animals firmly under napoleons control.
When George Orwell describes Squealer as being able to "turn black into white", he is in fact referring to Squealer's persuasive skill. In other words, Squealer has enough persuasive talent to be able to convince the animals in Animal Farm that black is white or vice-versa.
