It can obtain answers for any legitimate questions. But the answers come from other users, so until a contributor who knows the answers sees the question it will wait for an answer.
Making sure it is categorized correctly helps put the question in front of people that could provide an answer. Putting in a nonsense answer prevents it from getting the proper attention to get an answer as well.
